The FCC held a hearing on Network Neutrality at Stanford University, 4/17/08. Here is testimony from Robb Topolski revealing how he found out Comcast was using forged TCP Reset packets to shut down Gnutella transmissions of his barbershop quartet files.

The FCC held a public hearing with two panels, and heard public comments. Unlike the February hearing at Boston, Comcast did not hire seat warmers. In fact none of the major carriers showed up.
